Ahmed Calvo, MD, MPH

Ahmed Calvo, MD, MPH, is Senior Medical Officer and Senior Advisor, Office of Health IT & Quality, Health Resources and Services Administration (HRSA) in the U.S. Department of Health and Human Services (HHS). As Director and Chief Medical Officer for the HRSA Health Disparities Collaboratives, while Chief of the Clinical Quality Improvement Branch of the Bureau of Primary Health Care and as Acting Director of the HRSA Center for Quality, Office of the Administrator, Dr. Calvo's primary responsibilities have been accelerating and disseminating key lessons learned from the multiple quality improvement (QI) Breakthrough Collaboratives and other related QI activities from the various HRSA Bureaus/Offices, and evolving a HRSA agency-wide quality systems strategy; HHS department quality systems thrust; and a federal-government dialogue on national QI methods. Along with Anand Parekh, MD, MPH, Deputy Assistant Secretary for Health (Science and Medicine), Dr. Calvo currently co-chairs the HHS department-level Medical Claims Review Panel (MCRP) of the Federal Tort Claims Act (FTCA).

Dr. Calvo began work in medicine as a teen-ager when he was an interpreter and translator for visiting U.S. physicians and dentist in the "Caravanas de Buena Voluntad" (Goodwill Caravans) a mobile clinic service in the jungles and mountains in the countryside of his native Costa Rica. There he saw first hand the repercussions of poor medical and dental care, poor hygiene, poor nutrition, and other social determinants of health; and realized that merely doing excellent clinical healthcare would never suffice to improve the outcomes of communities and individuals. Dr. Calvo attended Stanford University, the UCSF School of Medicine, the SDSU School of Public Health, and completed a variety of advanced faculty development fellowships at UCSD focused on care of the underserved; as well as the National Leadership Fellowship at the NYU Wagner School of Public Service (with the National Hispanic Medical Association). Prior to joining HRSA, Dr. Calvo was Director of Medical Education at Scripps in San Diego, and Medical Director of the San Ysidro Health Center, a large Federally Qualified Health Center (FQHC) community health center network on the California-Baja California Border Area that has used mobile clinics extensively.

Dr. Calvo has been in active clinical practice for over 25 years; was CEO and Chairman of the Board for a variety of medical groups in private practice; and was President of various chapters of the American Academy of Family Physicians. He has wide policy and advisory experience as principal of various international and national consulting firms and has been on the clinical faculty at the medical schools at Stanford, UCSF, and UCSD. Based on his experience on a Lyndon B. Johnson Congressional Intern, and work with the UCSF Phi Lee Institute for Health Policy Studies, Dr. Calvo runs an HHS National Policy Fellowship and continues to teach in the Stanford-in-Government Program, via the Haas Center for Public Service at Stanford University.

From a research perspective, Dr. Calvos current work is focused on evidence-based methods of dissemination science & translational science, applied to clinical and operational QI at a local, regional, and national level. Building on Dr. Ed Wagners Chronic Care Model developed at the McColl Institute in Seattle, Dr. Calvo evolved the Expanded Care Model being used by both the 1) Patient Safety and Pharmacy Collaborative (PSPC) --- which is the current national ambulatory practice quality improvement breakthrough collaborative being run by HRSA recently announced to be scaled-up by CMS/HHS; and 2) the HHS Healthy Weight Collaborative to address community and national levels systems linkages of primary care services and public health. He is currently Senior Guest Editor for a HRSA and NIH sponsored special theme issue of the Journal of Health Care for the Poor and Underserved titled: "Evidence for Informing the Next Generation of Quality Improvement Initiatives: Models, Methods, Measures, and Outcomes."

Dale Alverson, MD

Dr. Alverson is a Professor of Pediatrics and UNM Regents" Professor on faculty at the University of New Mexico , School of Medicine . He is a graduate of University of Michigan Medical School, completed pediatric residency at University of Colorado , and neonatology Fellowship at UNM and has been on faculty at UNM since 1982. Since 1995, he has been the Medical Director of the Center for Telehealth and Cybermedicine Research at the University of New Mexico , Health Sciences Center . In that role, he has been involved in the planning, implementation, research and evaluation of Telemedicine systems for New Mexico , primarily serving its rural communities using information technologies, videoconferencing and the internet to provide access to clinical services and health education.

His center received a $15.5 million award from the Federal Communications Commission Rural Health Care Pilot Program to coordinate The Association engineering design, modeling, build-out, operations and evaluation of an enhanced collaborative telemedicine network called the Southwest Telehealth Access Grid, serving New Mexico , Arizona and some of the IHS Area Office. He is on the Board of the New Mexico Telehealth Alliance that provides a platform for public-private collaboration and formation of a state Telehealth "network of networks" and was appointed by the Governor as a commissioner on the New Mexico Telehealth Commission. He is on the Board of the New Mexico Telehealth Alliance, having served as a prior chairman.

Dr. Alverson is also on the Board of LCF Research in New Mexico addressing the advancement and meaningful use of health information exchange, adoption of electronic health records, and integration with telemedicine. The UNM Center for Telehealth was given the American Telemedicine Association (ATA) President's Institutional Award for its efforts in advancing Telehealth locally, nationally, and internationally.

Nationally, Dr. Alverson is the Immediate-Past President of the American Telemedicine Association (ATA) and has served on the Boards of ATA, the Center for Telehealth and e-Health Law, and Advanced Initiatives in Medical Simulation. The UNM Center for Telehealth was given the ATA President's Institutional Award for advancing Telehealth locally, nationally, and internationally. He was the ATA representative on the Joint Commission Ambulatory Health Care Professional and Technology Advisory Committee. He is a founder and prior chairman of the Four Corners Telehealth Consortium addressing regional interstate coordination between Arizona , Colorado , Utah and New Mexico ; and, a member of the Federation of State Medical Boards (FSMB) Telemedicine Workgroup Steering Committee. He is involved in international Telehealth projects, particularly with Latin America and ongoing initiatives for the development of collaborations with Telehealth programs in Africa, India , Nepal , Iraq , Afghanistan , Iran , and several other countries.

Phil Cronin, BA, MPP

Mr. Cronin has a background of more than 20 years of extensive political and governmental work including six of the last seven Democratic Presidential campaign; five Democratic National Committee Convention; the Presidential Inaugurals in 1993 and 1997; numerous state campaigns in Massachusett; and work on both the state and federal legislative levels. He assisted the advance and scheduling operations of Vice-President Gore from 1992 to 2001 and traveled throughout the world with the former Vice-President.

Mr. Cronin has a long commitment to public policy and a history of government service. At the age of thirteen, he volunteered on his first political campaign handing out leaflets for his next door neighbor's local campaign in Peabody , MA . From that humble beginning, he went on to work on numerous campaigns handling myriad tasks including writing speeches and position papers and scheduling and planning campaign events such as rallies, convention addresses, press conferences and fundraisers. In Massachusetts , Mr. Cronin served as a Legislative Aide to the Chair of the House Committee on Ways & Means, Congressman Nick Mavroules (D-MA). In this position, Mr. Cronin worked with the Chairman and the committee staff to implement budget and taxation priorities.

Mr. Cronin is the founder of Francis, Edward, & Cronin, Inc (FEC), a strategic management, nonprofit, and governmental affairs consulting firm. As President of FEC, he advises clients on how, without becoming "political," they can be involved with the legislative process to champion their positions, increase their recognition, and play a role on public policy matters. He uses his vast experience in political campaigns, events organizing, and media relations to educate organizations on how-to play a direct role in impacting public policy that affects their constituencies.

Further, Mr. Cronin adapts his political and governmental background to show organizations how-to strategically position themselves to achieve their public relations, development, and overall organizational goals. Mr. Cronin specializes in working with nonprofit, community, and governmental organizations to research, prepare, submit, and track grant applications. He taught a graduate level course in Nonprofit Financial Management at Northeastern University as part of their Master of Public Administration program.

Mr. Cronin has been an Adjunct Lecturer in Government at Quincy College in Quincy , MA . He taught courses focused on American Government and the relationships between federal, state, and local governments.

Reflecting on his unique political and government experience and insight, Mr. Cronin has served as a Political Analyst for the Associated Press and their election coverage.

Mr. Cronin has a BA in Philosophy from Suffolk University , and a Master of Public Policy from Harvard University's John F. Kennedy School of Government with a concentration in Healthcare Policy and Nonprofit Management. When not struggling with his golf game, or watching his Red Sox at Fenway Park, he enjoys reading, sharing stories about past campaigns with his wife (which she graciously allows him to do), and doting on his daughters, nieces and nephews.
